The VOTO surveys are a joint project between FORS, the Centre for Democracy Studies Aarau ZDA  and the LINK institute. They are financed by the Swiss Federal Chancellery. Since autumn 2016, the Confederation entrusted the surveys to the VOTO community, which took over this task from the VOX surveys.
